A user comes in from the adwords reads the content decides that they don't want product X then see an adword for Product Y and clicks it. That should be valid. It can’t be good,

They are far reaching enough already. I suppose you can't turn down the kind of money Google will throw at them, but there has to be some sort of checks and balances going on.
